Planning and Development
The City of Leduc's Planning and Development Department is responsible for; long-range planning, current land use planning, development approval, building approval, discipline permits and inspections. The department acts in accordance with city bylaws, policies, procedures and regulations and makes relevant provisions of the Municipal Government Act of Alberta and the Safety Codes Act.

About the Downtown Master Plan
The City of Leduc 2012 Downtown Master Plan (DMP) is a comprehensive long range plan for revitalizing Downtown Leduc. It addresses key economic, environmental, and social issues for a holistic approach for revitalizing our City’s Downtown over time. The DMP contains an in depth urban design plan, design guidelines, as well as municipal policies and implementation strategies to support a vibrant and sustainable Downtown neighborhood.
The Downtown Master Plan is Premised on 8 Key Success Factors (page 5 of the DMP):
- Focus on the downtown core area first
- Start with a practical and achievable action plan with pilot projects
- Reinforce the downtown's existing character and uses
- Create a 'pedestrian first' downtown
- Connect with important adjoining activities and destinations
- Lead improvements
- Encourage residential redevelopment in and around downtown
- Target and direct right growth
Planning with our community:
The drafting of the Downtown Master Plan has involved numerous Downtown stakeholders, with a high level of input from the Leduc Downtown Progress Association. A Steering Committee of fifteen members representing Downtown businesses, organizations, and residents guided the project with the support and expertise of MVH Urban Planning & Design. To help inform the DMP’s overall vision and goals, two major stakeholder events and a final public open house were held during the drafting of the plan. Over 100 community participants attended the June 2011 Downtown Master Plan | Municipal Development Plan Public Open House to review the plans and provide feedback.
Current status of the DMP:
Leduc City Council approved the Downtown Master Plan on Jan. 23, 2012, following a non-statutory public hearing held the same night. The public hearing was advertised in the Leduc Representative on January 13, 2012 and January 20, 2012. Following the DMP’s approval, City administration will be developing detailed Phase 1 Downtown Master Plan implementation project options for consideration by City Council.

About the Municipal Development Plan

On November 14, 2011, Leduc City Council gave first reading to the bylaw for the new Municipal Development Plan. That first reading draft has now been submitted to the Capital Region Board for approval prior to Leduc City Council holding a Public Hearing on the Municipal Development Plan in January 2012. The January Public Hearing date will be advertised in the New Year so that members of the public will be able to express their views on the Municipal Development Plan before final City Council approval. - News Release- pdf
