The City of Leduc is divided into land use districts to manage the location of development and ensure good planning for the municipality. Each district, under the Land Use Bylaw, has permitted and discretionary uses as well as development regulations for those uses. To change a land use district from what is existing under the Land Use Bylaw, the proposed amendment must be published to allow citizens an opportunity to clarify what is proposed, ask questions, or present objections or support at a required public hearing. Council will consider all comments before voting on whether to approve the amendment.

Bylaw No. 1236-2025 & Bylaw No. 1237-2025

Bylaw No. 1236-2025 and 1237-2025 will amend Bylaw No. 809-2013, Sections 27.0 – Land Use Map and Appendix 1, respectively, by redistricting approximately 3.11 ha of the SW ¼ Section 33-49-25-W4 from UR – Urban Reserve to RCD – Residential Compact Development, GR – General Recreation, US – Urban Services, and DC(33) – Direct Control Distrinctive Design. The redistricting will allow for continued residential development in part of the Woodbend neighbourhood as Woodbend Stage 11.

Bylaw No. 1236-2025 will redistrict an area of land in Woodbend Stage 11 for forty-eight (48) new lots as follows:

  • RCD – Residential Compact Development (44 zero lot line single detached)
  • GR – General Recreation (2 Municipal Reserve lots for expanded park space and linear park area forming part of the multiway network in the community
  • US – Urban Services (2 Public Utility Lots for existing underground services

Bylaw No. 1237-2025 proposes new Direct Control (DC) regulations to allow a mix of 14’, 18’, and 20’ wide townhouses in Woodbend Stage 11, totalling 22 new DC lots. Both 14’ and 18’ units are narrower than those supported under the City’s Land Use Bylaw – which is currently a 20’ minimum building pocket for townhouses through a 6.1m lot width. Direct Control districts are an option available to applicants which are intended to trial new forms of development in a limited scope, thereby providing an opportunity for municipal evaluation prior considering standard regulations to adopt the development typology throughout the city.

A copy of the proposed bylaws that will be presented to City Council may be inspected by the public between the hours of 8:30 a.m. and 12:00 noon and 1:00 p.m. and 4:30 p.m. at the Office of the City Clerk, City Hall, Leduc Civic Centre, 1 Alexandra Park, 46th Avenue and 48A Street, Leduc, Alberta. Public Hearing – September 8, 2025

Leduc City Council will hold a combined public hearing on these proposed bylaws on Monday, September 8, 2025 at 5:30 p.m. or as soon thereafter as may be convenient, in the Leduc Civic Centre, #1 Alexandra Park (46th Avenue and 48A Street), Leduc, Alberta. Anyone interested may be heard by Council prior to the proposed bylaws being considered for second reading.
