City explores land sale negotiations for 5404 47 Street

The City of Leduc has entered land sale negotiations with TLA Group of Holding Companies for 5404 47 Street. This land was purchased by the City under Bylaw 1153-2023 last year and was the subject of a negotiated request for proposal (NRFP) in early 2024.

The NRFP was issued to help the City explore opportunities to address housing needs in Leduc and looked for partners open to projects that created transitional, affordable and / or mixed-market housing.

The project brought forward by TLA through the NRFP process is mixed-market and includes units attainable for families and individuals who need market, near market, and below market housing options. It includes commercial on the ground floor that will be leased out to a daycare and medical clinic, with three stories of residential above. It does not include transitional housing

The City will not operate the affordable housing units. Instead, the vision for the project is to work with a not-for-profit organization to manage the residential units.

Public Engagement

The City requires TLA to consult the community about their project with a focus on nearby residents and businesses of the property. Their consultation plan includes the following opportunities:

• An open house
• Door-door conversations with residents
• Discussion with Leduc City Council and the Province of Alberta
• Involvement with housing authorities and local housing agencies

Following public consultation and as the land sale progresses, the City intends to propose redistricting the land, which will require a public hearing and further notification as legislated by the Municipal Government Act.
