The City of Leduc is divided into land use districts to manage the location of development and ensure good planning for the municipality. Each district, under the Land Use Bylaw, has permitted and discretionary uses as well as development regulations for those uses. To change a land use district from what is existing under the Land Use Bylaw, the proposed amendment must be published to allow citizens an opportunity to clarify what is proposed, ask questions, or present objections or support at a required public hearing. Council will consider all comments before voting on whether to approve the amendment.
Bylaw No. 1226-2025 & Bylaw No. 1227-2025
Bylaw No. 1226-2025 and 1227-2025 will amend Bylaw No. 809-2013 (Land Use Bylaw) by redistricting approximately 8.62 ha of part of the NW ¼ Section 33-49-25-W4 (Lot 1, Block 1, Plan 2220827) from UR – Urban Reserve to RCD – Residential Compact Development, ERD – Environmental Restricted Development, GR – General Recreation, US – Urban Services, and DC(34) – Direct Control Distrinctive Design. The proposal will allow for the first stage of development in the new Grayson Estates neighbourhood.
Bylaw No. 1226-2025
proposes to redistrict land in Grayson Estates Stage 1 for 75 additional lots:
- RCD – Residential Compact Development:
- Thirty (30) zero lot line single detached
- Thirty-six (36) duplex
- ERD – Environmental Restricted Development
- Two (2) lots for the protection of environmentally sensitive lands along Deer Creek
- GR – General Recreation
- Two (2) Municipal Reserve lots for park area forming part of the multiway network in the community
- One (1) Municipal Reserve lot between the storm water pond and Deer Creek environmental area, adding additional open space along the multiway network
- One (1) parcel which will form part of a future school site
- US – Urban Services
- One (1) Public Utility Lot (PUL) for existing underground services
- One (1) PUL as an additional walkway connection
- One (1) PUL to serve as a portion of the storm water management pond for the neighbourhood
Bylaw No. 1227-2025
proposes new Direct Control (DC) regulations to allow a mix of 14’ and 18’ wide townhouses, totalling 12 new DC lots – all at a 25m lot depth. These units are narrower and shallower than those supported under the City’s Land Use Bylaw – which is currently a 20’ minimum building pocket for townhouses at 32m deep. Direct Control districts are an option available to applicants which are intended to trial new forms of development in a limited scope, thereby providing an opportunity for municipal evaluation prior considering standard regulations to adopt the development typology throughout the city.
A copy of the proposed bylaws that will be presented to City Council may be inspected by the public between the hours of 8:30 a.m. and 12:00 noon and 1:00 p.m. and 4:30 p.m. at the Office of the City Clerk, City Hall, Leduc Civic Centre, 1 Alexandra Park, 46th Avenue and 48A Street, Leduc, Alberta. Public Hearing – December 8, 2025
Leduc City Council will hold a public hearing on this proposed bylaw on Monday, December 8, 2025 at 5:30 p.m. or as soon thereafter as may be convenient, in the Council Chambers at the Leduc Civic Centre, #1 Alexandra Park (46th Avenue and 48A Street), Leduc, Alberta. Anyone interested may be heard by Council prior to the proposed bylaw being considered for second reading.
