There are many families in Leduc who need housing so people can live and work in the community and support our local economy. The City is exploring new ways to increase housing options in Leduc, including an innovative model being used in the Wahkohtowin Heights project.

About Wahkohtowin

Wahkohtowin, located at 5404 47 Street, is a new housing development project in Leduc that will include units attainable for families and individuals who need market, near market, and below market housing options.

Being built by TLA Group of Holding Companies, a property development company located in Edmonton that specializes in near market and below market housing, the completed building will feature:

  • 59 units with one-bedroom, two-bedroom and three-bedroom options for sale and rent
  • A total useable area of approximately 60,000-square-feet
  • Commercial space on the first floor for a day care, medical centre and storage units
  • Ample landscaping including pollinating plants

Partnerships and Agreements

Once complete, the property will be managed by the Leduc Regional Housing Foundation who will ensure as many people as possible benefit from this project.

Habitat for Humanity Edmonton has pre-purchased four units to support their home ownership program.

Background and Timeline

  • 2023: The City purchased 5404 47 Street under Borrowing Bylaw 1153-2023.
  • Early 2024: The City issued a negotiated request for proposals (NRFP) to explore opportunities to address housing needs in Leduc and looking for partners open to projects addressing transitional, affordable and / or mixed-market housing
  • April 2024: Council directed Administration to negotiate and bring back for Council consideration a land sale agreement for the property that reflected proposed conditions discussed during closed session.
  • Summer 2024: The City explored land sale negotiations with TLA while TLA completed public consultation about their project.
  • September 2024: The City redistricted the land to Direct Control
  • Summer 2025: The City issued a building permit for the project and transferred the land to TLA. The City, TLA, the Leduc Regional Housing Foundation and Habitat for Humanity Edmonton gathered to break ground on the project.
