There are many families in Leduc who need housing, including housing for our local workforce so people can live and work in the community and support our local economy.
Having the right housing in Leduc ensures we build a strong community and local economy and makes the city a better place to live. We are exploring innovative ways to increase housing diversity to further meet the needs of our community.
In 2023, the City of Leduc purchased 5404 47 Street under debenture Bylaw 1153-2023. In early 2024, a negotiated request for proposals (NRFP) was issued to help us explore opportunities to address housing needs in Leduc. We were looking for partners open to projects that addressed transitional, affordable and / or mixed-market housing.
On April 29, Council directed Administration to negotiate and bring back for Council consideration a land sale agreement for the property that reflected proposed conditions discussed during closed session.

The City is negotiating a land sale agreement with TLA Group of Holding Companies, a property development company located in Edmonton that specializes in near market and below market housing.

The project being considered is mixed-market and includes units attainable for families and individuals who need market, near market, and below market housing options. It includes commercial on the ground floor that will be leased out to a daycare and medical clinic, with three stories of residential above. It does not include transitional housing or an emergency shelter.

TLA has completed public consultation about their project. Redistricting the land to Direct Control was approved on Sept. 16, 2024, after a public hearing.
