Our community is growing and changing and with that growth comes the need to plan ahead. One of the ways municipalities prepare for the future is through annexation, a legislated process of changing a municipal boundary.

In February 2025, the City of Leduc initiated the process to annex lands to the south and southeast of its current boundary. And while annexation may sound technical, at its core it’s ensuring our community has the space and services it needs to thrive for the next 50 years.

Why annexation?

It is integral for a municipality to have a stable and certain long-term supply of land to:

  • Ensure orderly growth;
  • Ensure long-term coordinated planning and infrastructure investment;
  • Support economic growth;
  • Help maintain fiscal sustainability;
  • Give residents and affected owners a clear, predictable framework for how their land can evolve over time; and,
  • Give residents and affected owners an opportunity to provide input into decisions that affect them.

Annexation is a lengthy multi-year process that involves many steps, from completing technical studies and community engagement to negotiations between the affected municipalities and review / final decision by the Province. We are just at the beginning of that journey. No decisions have been made yet, and no changes will happen immediately.

We know annexation can raise questions for those in the proposed annexation area, like what does this mean for property taxes, services and zoning? To help answer those questions, we’ve shared information on the City’s website that explains the process, answered frequently asked questions, and shared stories that reflect some perspectives of people who may be affected.

Starting in January, the City will hold several public engagement sessions to share more information, answer questions, and gather feedback from affected owners in the proposed annexation area, residents, and other interested parties.
