The City is planning for the future of recreation in Leduc with the West Campus project, a multi-year initiative to expand recreation amenities for residents and surrounding areas. It is envisioned as a multi-use recreation site that could bring a variety of indoor and outdoor amenities together in one location.

West Campus is intended to complement existing recreation facilities like the Leduc Recreation Centre (LRC) and community sport fields. The goal is to address long-term recreation needs driven by population growth, changing participation patterns, and capacity pressures at existing facilities.

At this stage, work is focused on planning. Preliminary decisions have been made about amenity prioritization; however, no decisions have been made regarding facility designs or final concepts. The community will have an opportunity to provide input on design concepts in early 2027.

Amenity Prioritization

On May 4, 2026, Council prioritized major recreation amenities for West Campus, placing a fieldhouse with unboarded turf and twin arena in Phase 1 of the project, and an aquatics centre in Phase 2. A decision about whether a gymnasium will be incorporated into West Campus Phase 2 has not yet been determined while the City considers if this amenity could be addressed at the Leduc Recreation Centre instead.

Supplemental amenities, which are lower cost features that add flexibility and user experience, were also prioritized. During facility design, Administration will attempt to incorporate as many supplemental amenities as possible into Phase 1 planning, based on Council’s prioritization and costs. The remaining supplemental amenities are expected to be incorporated into Phase 2.

Facility designs are expected to return to City Council for consideration in Fall 2026. The public will be invited to provide input on facility designs in early 2027.

Project History

The project has been under study for several years and builds on extensive research, community input, and system wide planning already completed by the City.

The City identified long-term recreation needs in 2017, including conversations with stakeholders and identification of service gaps. Land for a future recreation campus was secured within the Crystal Creek area, immediately south of Ohpaho Secondary School.

Ahead of the City’s Long Term Facility Master Plan update in 2019 Leduc completed a comprehensive Recreation Facility Needs Assessment. Then, a formal update to the Recreation Facility Needs Assessment was undertaken in 2022 and 2023 to reflect current and future needs. This work included:

  • Demographic and growth analysis;
  • Utilization and benchmarking of existing facilities;
  • Community and stakeholder engagement;
  • Future recreation trend analysis; and
  • Preliminary prioritization of indoor and outdoor recreation amenities.

The updated assessment identified that some facilities—such as arenas, aquatic amenities, and field house space in Leduc—were near or at capacity and would not meet future demand without investment.

About community and stakeholder engagement 

The 2018 needs assessment include public surveys and focus groups. In 2022, engagement activities focused on facility users (groups and individuals) and organizations that deliver recreation services in Leduc. These engagement activities included several online surveys and in-personal sessions.

In 2023, the City completed the West Campus Development Strategy, which translated identified recreation needs into potential amenity groupings, preliminary construction and operating cost estimates, phased development options, and financial strategy considerations. The strategy did not approve construction or finalize amenity selection; it was intended as a planning and decision‑support document for Council.

Between 2023 and 2026, the City considered a comprehensive review of anticipated capital and operating costs associated with the proposed development and explored a range of tax and funding scenarios to understand potential financial pathways.

In 2026, City Council directed Administration to resume planning work on the West Campus project.
