Amendment to West Area Structure Plan
Bylaw No. 1225-2025 will amend the West Area Structure Plan, which outlines the land use, transportation and servicing plans for the NW ¼ Section 33-49-25-W4, SW ¼ Section 33-49-25-W4, and NW ¼ Section 28-49-25-W4 including lands encompassed therein. The amendment to the West ASP proposed under Bylaw No. 1225-2025 generally focuses on the NW33 to align with a newly-proposed Outline Plan for the lands, and includes the following updates:
- Reconfiguring the north-south collector road to connect to 74 Street, creating a separate, distinct residential precinct;
- Reorganizing residential, commercial, and park land uses; and
- Replacing the Town Centre land use and corresponding policy with high-, medium-, and low-density residential and commercial land uses in the NW33 and throughout the ASP.
Grayson Estates Outline Plan
A new Grayson Estates Outline Plan is proposed for Lot 1, Block 1, Plan 2220827 and Lot 3, Block 1, Plan 2420741 which details land use, servicing and transportation plans for a new neighbourhood in the city.
The neighbourhood has been designed to create distinction between the residential and employment portions of the lands, primarily to protect pedestrian safety by limiting commercial traffic on Hawthorn Way by the school site. Key transportation links have been preserved in the employment lands, enabling ease of future transit east/west along the 65 Avenue corridor while maintaining strategic roadway connections to 65 Avenue. Pedestrian connections have been designed across and through the area. Both the residential and employment areas are supported by a number of park spaces, and integral to the overall design is the protection of the Deer Creek watershed which runs north/south along the eastern boundary of the plan area.
The northern half of the lands have been dedicated for employment-type land uses, including some mix of commercial and lighter-intensity industrial to capitalize on the proximity to the airport and key regional transportation corridors, all designed to support and promote business investment. A significant portion of these employment lands is made up of the parcel on the corner of 65 Avenue and 74 Street, on which the City’s new snow storage facility is sited.
The southern portion of the lands are designed for a mix of Low Density Residential (LDR) and Medium Density Residential (MDR) land uses, incorporating various housing types including single detached, duplex, townhouse and multi-unit development sites for possible ground-level or low-rise apartment construction.
A copy of both the proposed Amendment to West Area Structure Plan and new Grayson Estates Outline Plan that will be presented to City Council may be inspected by the public between the hours of 8:30 a.m. and 12:00 noon and 1:00 p.m. and 4:30 p.m. at the Office of the City Clerk, City Hall, Leduc Civic Centre, 1 Alexandra Park, 46th Avenue and 48A Street, Leduc, Alberta. Public Hearings – December 8, 2025
Leduc City Council will hold two separate public hearings on the proposed West ASP amendment and Grayson Estates OLP on Monday, December 8, 2025 at 5:30 p.m. or as soon thereafter as may be convenient, in the Council Chambers at the Leduc Civic Centre, #1 Alexandra Park (46th Avenue and 48A Street), Leduc, Alberta. Anyone interested may be heard by Council prior to the proposed bylaw being considered for second reading.
