On Oct. 5, Leduc City Council approved a new policy in the Municipal Development Plan that temporarily pauses new applications for townhouse lots narrower than 18 feet while the City evaluates developments that have already been approved. The previously approved narrow townhouses (21 in total across the city) will continue to move forward through the normal development permit and construction process.
Leduc is a growing city, and Council recognizes the importance of providing a range of housing options for current and future residents. At the same time, we have a responsibility to ensure growth happens in a way that strengthens our community and reflects what residents value most about living here.
Over the past two years, residents have shared their thoughts through the Land Use Bylaw renewal process. We heard support for housing variety and affordability, particularly in new neighbourhoods, but also a desire to ensure new housing types fit well within the community, are thoughtfully integrated, and do not create unintended impacts related to parking, neighbourhood character, or everyday livability.
Council’s decision reflects that feedback and aligns with our Strategic Plan commitment to a responsible approach to development that meets the future needs of residents and businesses.
This pause is not a permanent restriction; it is a measured approach that allows the City to learn from projects that have already been approved before considering additional applications. Administration will begin evaluating these developments once they have been occupied through at least three seasons, including one winter, to better understand how they function in real-world conditions. The review will consider factors such as snow storage, waste collection, neighbourhood fit, and access to amenities and services. Evaluation is expected to begin in early 2027 as these developments become occupied.
The results of that review will help inform future decisions of Council. Our goal is straightforward: to support responsible growth that is right for Leduc, supports housing choice, and helps ensure our neighbourhoods continue to be great places to live for years to come.
